"a dónde voy " or "a dónde vas"

In english we can say either "where do I go" or "where do you go" as a question and they have the same meaning: "how do I get there" In spanish could you say "a dónde voy " or "a dónde vas" with the same implication as in english? how do I vs. how do you and their identical meaning in english

If you read any articles on the Spanish impersonal se, they translate the unmentioned subject in Spanish as you, one or they in English.

Is ¿A dónde se va? correct for "Where does one go?"

I'm not sure if I understand this question, but if you talk about "you" in English as an abstract person, you would just use the third conjugation as in "¿A dondédónde va?"
