I seriously doubt that anyone anywhere has learned "the full vocabulary". Not only are there a lot of words to begin with, there are myriad local variations, and words and phrases are being created all the time. Depending on your facility with languages, how much time you have to devote, and how immersed you are in the language and culture it could take anywhere from a few months to a lifetime to become fluent.
