I think I can safely say that "alto y claro" is not a Spanish expression. "Claramente" or "Está claro" can be used.

Jeezzle, this is a good question.

All I could find was:

I hear you loud and clear, but I don't agree = te entiendo perfectamente, pero no estoy de acuerdo

and

out loud [think, wonder, read, laugh] = en voz alta
