What does "carga" mean here? Does it mean, responsibility or "charged"?

carga puede significar burden
Por ejemplo: "es una carga para la familia - he is a burden to his family"

It means that the US don't have to waste extra resources because of Hispanos, education, health, transport, security, water, gas, electricity, etc.
