I think it means "más de lo que aparenta" or something like that...

If I remember well, I heard it in The Lord of the Rings when Gandalf said to Frodo: "...seems like this little Hobit is more than meets the eye..."

and there's a song by Europe:

...But it's more than meets the eye// So much more than just a last goodbye// It's a cold and lonely heart// So sad and torn apart// Yes it's more than meets the eye...

It means there is something special about something beyond what it looks like.

So, in the case of Frodo, he may not look like something special, but Gandalf recognize that he is someone special.
