Come to think of it, this is an interesting question. I don't think "montar a toro" or "montar en toro" are correct.
"Montar a caballo" (horseriding) is a regular, common activity. Riding a bull isn't.
I think the activity, as an "extreme" or high-risk sport is referred to in Spanish as "montar toros" or "montar un toro", when it's about one bull in particular.

I thought about that for a while before posting, then I did a quick Google search. I don't think it's so much an issue of being picky - as a native speaker, "montar a toro" just sounded *very* strange, and I wanted to find out why. - Gekkosan, May 11, 2010

I tnink you can also say "montar en".
