Well, from 'hace una semana' we know that she left one week ago. You used the verb llegar, if that's the right verb then you are using the wrong 'person', and it's misspelled. If you need to say 'she left' (salir) in the pretérito, it would be Ella salió hace una semana (She left one week ago). Does that make sense?

Are you trying to say that "She left one week ago" or "It's been one week since she left"?

I believe that either of these would be phrased as:

"Hace una semana que (ella) sale."

This is similar to saying "I've been studying spanish for one week." Which would be: "Hace una semana que (yo) estudio español."

In other words, in these cases, you would use the present tense to describe how long something has been going on.
