I think this may be a slang term, does it have anything to do with the English "chav". It's a throw-away line so no useful context. I think it's derogatory though.

Maybe its origin is from the verb chacharear, hablar mucho y sin sustancia. chacho is used in Columbia for a big shot.

Yes, I found that too but I'd like a phrase or example of usage in Spanish if possible as that definition looks like a cross-over into English. Thanks a lot for finding it though. I'm translating a story so I'm searching for the best word. I'm toying with "chav" which is an English expression that comes close... I hope...
