I learned, that both sobre and acerca de mean about.

Is there are rule when to use sobre and acerca de or can I just decide it as I wish?

Well sobre also means on or above so you couldn´t use acerca de in those instances.

Examples:

está sobre la mesa - it´s on the table

tengo que estar sobre él para que lo haga - I have to stand over him to make him do it.
