Nieve is the noun; nieva is the verb. So you say "nieva" to mean that it is snowing. .

Yes both words mean snow, but they are different grammatically.

nieve is a feminine noun, which means snow, but can also mean ice cream, while nieva comes from the verb nevar conjugated in the third person singular present tense of the indicative form. For example, "¿Nieva en California?" [Does it snow in California?]
