What you have there is: "By means of this [document] we put on record that Sharon student of ABC in agreement with the Uni of XYQ.." That does not appear to be a complete sentence.

Thanks so much. I was afraid of that. My uni that I got my MA from can even put together a sentence in Spanish. And you should see the mistakes they wrote in English!
