Yo tengo:

Dozens of police districts have signed agreements with the Federal Government to charge a person with migratory crimes, but only if it’s a part of other crimes.

¡Muchas gracias por su ayuda!

Not bad, except that you made an important change at the end that really could alter the meaning, since it is a personal interpretation.

I'd prefer this option: "Dozens of police districts have signed agreements with the Federal Government to act as immigration police, but only when stemming from other crimes."

I am confident that this is a fairly faithful translation, but I am really not very happy with the wording in the original Spanish, either.

Makes sense! Thank you so much! I was trying to figure out how to say this in English, and what I have is the best of what I could come up with. - Kerri, May 5, 2010
