How can i fluent my spanish, is there a technique? I want to learn spanish, please help me.

The only way to become fluent in Spanish is to study hard and practice. There is no magical trick or easy way, it takes a lot of work. I would highly suggest diving into the culture (of course you need to figure out what kind of Spanish you want to learn because Latin American Spanish is very diffrent for Spain Spanish). Make homemade flash cards, record yourself speaking the language, make little signs and lable things in your house with its spanish name, talk to native spanish speakers, just have fun and do your best. Its a long road, but it'll be more than worth it in the end!!
