Deber is the verb used in spanish to mean: must, would should. ought to and to owe.

In the form debería -which is in the conditional tense it can either mean I would/should = yo debería ...or

el /ella /Ud debería = he/she /you would/should (formal and singular)

This is one of the few occasions when you would use a personal pronoun with the verb to clarify to whom the verb is referring: (unless the person has already been mentioned or is implied from the context) for example:

Yo debería comprar un regalo por mi hermano pero no tengo suficiente dinero = I would buy a present for my brother but I don't have enough money

o ...El debería completar su deberes pero está cansado = he should finish his homework but he is tired.

It's the first or third person singular (conditional tense) of the verb deber, which means 'to have to do something'.

él no debería fumar tanto -> he shouldn't smoke so much
