Why does "con ella" not require an Indirect Object Pronoun?"
In "Learn in Your Car Spanish" lesson 77 are th following sentences:
Mañana le hablare a mi familia.
¿Le hablarás a mi primo?
¿Le hablará usted a mi prima?
Ok.... so far so good. The le is necessary because a mi primo/prima/familia are indirect objects. But it goes on:
El hablará con mi sobrina.
Ella hablará con mi sobrino.
¿Hablaréis con el gerente?
¿Le hablarán ustedes a si tío?
Ellos hablarán con su tía.
Le hablaré a mi cuñado.
Juan le hablará a su maestra.
In each instance, the sentences are of basically the same construction, only some use the preposition "a" while others use the preposition "con". In each case where "con" has been used, there is no indirect object pronoun in the sentence.
I don't understand why not?

Without getting into linguistic terms, you really have the same choices in English. I can say "I talk to you", and "I talk with you". The indirect object pronoun is used when you wish to express "I talk to you", and con is used when you want to express "I talk with you".
