"Velo Integral" is a full veil. In the context of recent international news, I gather that this refers to the controversial use of "bourkas" by Muslim women in certain European countries. There is a thread related to that in here.

The full veil covers the woman from head to toe, only leaving her eyes free. The burka, covers even the eyes.
