you say "te amo" if its with a friend/lover, if its a family member older than you, you say "se quiero".

Just to clarify on what Viajero said:
"Te quiero," is one way to say it.
"Te amo," is another.
Either is correct, though if one has a romantic edge, it's probably , "Te amo".
