I read "mal concebida" in Yahoo noticia, but I can't find relating word of concebida in wev dictionary. Need your help, Muchas gracias!

the verb is 'concebir' by the way, so it could mean badly designed too. - galsally, ABR 28, 2010

Misconceived. 
(If you double-click on the words in your own post there, or any other word on this site, you will see a translation given; in this case it gives 'evil' for mal but if you know mal is mostly used to mean bad I think you would have got your answer.)
