I ran across this a few months ago in a book -- so from WR I found it to mean (it fit the context of my book)

  • How could you translate "jefe de bancada" to English? In Honduras, el jefe de bancada is the person that is the leader of the representation of a political party in Congress, while the party leader is someone else.

  • En mi opinión "jefe de bancada" equivaldría a lo que en inglés se conoce como "party whip" o bien solamente "whip."

"In politics, a whip is a member of a political party in a legislature whose task is to ensure that members of the party attend and vote as the party leadership desires.

I believe it means the head/chief/boss (jefe) of a group of politicians.

I believe it's a "bed head".
