Does "hermanas pequeñas" and "hermanos pequeños" mean only younger sisters or younger brothers who are still children or younger sisters/brothers in general?

I think the best way to say younger brother/sister is "hermano/hermana menor". That way they are still younger relative to you regardless of how old they are. Using the adjective "pequeño" probably would only refer to their age being young like you say still children.
