Are accent marks required when the text is in all capital letters? Are the tildes still required when the text is in all capitols?

Acentuación de letras mayúsculas

Las letras mayúsculas, tanto si se trata de iniciales como si se integran en una palabra escrita enteramente en mayúsculas, deben llevar tilde si así les corresponde según las reglas de acentuación: Ángel, PROHIBIDO PISAR EL CÉSPED. No se acentúan, sin embargo, las mayúsculas que forman parte de las siglas

As you can see you need the accent.

Of course you still need accents for instance if you wrote the word sí meaning yes in capitals and left out the accent you would be saying if instead of yes and that is only one example.

One of my Spanish teachers told me that it doesn't really apply to things like all capital bubble letters/ block letters, unless the person wanted the accents there, in which case it would still be alright. I think that the same applies to all caps, but let's wait for someone else's answer.
