Somebody from south america is trying to import my product and they are asking me for this certify and I don't know what they mean

My guess is that it is a "Certificate of Free Sale" that the customs office in South America is asking for. When we import items into Mexico, we need to provide a variety of documents, two of which are a Certificate of Origin and a Certificate of Free Trade. I can only assume that the certificate they are asking you for is something similar that may have implications on import duties/taxes/fees.
The customs broker who is taking care of the exportation/importation should be able to advise you.
