As dandi pointed out, it will depend upon in what context you mean to use "close to", but if you mean physical distance, then one way is to say "cerca de" for example:
La ciudad de Minneapolis, MN está muy cerca de St. Paul, MN.
The city of Minneapolis, MN is very close to St. Paul, MN.
