When I've played bridge in Mexico, we would use the term declaración preventivo.

Don't know if it is absolutely correct as perhaps this is what was is used in my wife's family. I'm also not an ardent bridge player but it sort of makes sense.

I think MexGuy's suggestion is very plausible (it would certainly get the meaning across). The term in English is, basically, "bridge jargon" (non-bridge players would have little idea what it means). And it is probably jargon in any language. The term is related to the military term "preemptive strike" but, that too, might require some explaining for many English speakers.

Unless you know how bidding in bridge works (and something of playing strategy/scoring), a short "explanation" won't help.
