Is it possible to say it in the two ways?
Eat the biscuits and have the milk.
Eat the biscuits and drink the milk.

Eat the biscuits and drink the milk. sounds more natural.
The other sentence might work if you use the word "some" instead of "the".

I am assuming that this is meant to be taken as a command. If so, you might try
Eat your biscuits and drink your milk.
Have some biscuits and milk.
Using the definite article when you say, "Eat the biscuits," or when you use "your" as I have written above seems to carry a strong implication (to my ears) that you want that the person eat the entire quantity of biscuits. If you say "some," it seems to imply more that you are offering them biscuits and milk without any implication of how much they are expected to eat
I think we can only say Eat the biscuits and drink the milk. "milk" in "have the milk" looks like a meal like "have tea", "have breakfast". We need a parallel structure.
