Question about dividing words into syllables!

Hi! I have read the section about dividing words into syllables multiple times, but there are a few words that seem to not fit the rules. In lots of places, as well as in the dictionary given here at this website "enviar" is split like this: en-vi-ar, but "desviar" is split: des-viar. Shouldn't enviar also be like desviar? I mean I (a weak vowel) + A (a strong vowel) = one syllable? The same thing in "repatriar": re-pa-tre-ar. Are there more rules to splitting words into syllables or are these exceptions? Or am I just missing something?

Also: a diphtong can also be two closed vowels together, but in the reference section it is said that it is often pronounced seperately, and if it seperately pronounced does that mean that it acts like two different syllables then?

You seem correct to me. There are errors in this online dictionary and maybe you have found some.
