'Te mando un beso': Is this personal?

I have a tricky question and if there are people from South America here, could you answer, please. They say that you use a lot of informal words at the end of e-mails such as 'Un beso', 'Besos', 'Te mando un beso' but they don't mean that you are in love. So, the question is: if you want to show that a girl is very special for you, what will you write???

You can write "Te quiero". It is a friendly way to say I love you.
