Can I say tu eres Mexicano or estas Mexicano? Why ?

There's plenty of information in that link, but a very quick answer for your particular question is that 'estar (estás) is used for personal details that are temporary, whereas ser (eres) is used for permanent things, so it would be eres mexicano.
