Does anyone know why we are only allowed to have fifteen favorite flashcard sets? When I favorite a sixteenth set it deletes the first.

15 is the current maximum allowed number of favorite flashcards in one's list. When adding a new favorite, the first set is removed from your list. That flashcard is still your favorite if you don't click "remove from your favorite", but it's unlisted.
There are some maximum allowed numbers on this website and it's the regulation here. Perhaps the number of listed favorite flashcards will increase in future.
