Your main question is "How would you say 'she is known as' ". It looks like Icanrideawave has left this out of his reply. Other observation I have on that answer are that his reply suggests she is the only symbolic mother and "gente" has been treated as a masculine noun when it is really a feminine noun.

My suggestion for a translation of your sentence is:

"Ella es conocida como una madre simbólica a la gente mexicana."
