or Do you have to say: "En su cartera tiene dinero en efectivo." Also can you say: "...tiene el efectivo."

you will do use "Hay dinero en su cartera" or "Tiene dinero en su cartera"

If what you want to say is, "In his/her wallet there is cash," it would be, "En su cartera, hay efectivo."

Otherwise, it's as Gekkosan has mentioned.

Hello BlackOrchid: "En su cartera tiene efectivo" is grammatically correct. I understand it to mean "He(She/You) have cash in his(her/your) wallet / purse".
