Does this mean "unusual" or out of the ordinary like "Fuera de serie"? Is "Fuera de lo" a common expression and if it is, could someone explain how it works? Gracias.

Fuera de lo común is a common expression and means Out of the ordinary.

Ver un policia judicial que sea honesto es fuera de lo común.

To see a judial cop [in Mexico DF] who is honest is out of the ordinary.
