How would one say "foundational to"? As in, "These documents are foundational to the state's legal system," or, "The concept is foundational to his understanding of doctrine"?

foundational – (adj) of or relating to the underlying principles, formation, or establishment of something

In English, this word refers to what is of central importance to and fundamental to the creation of something. Is there a Spanish word that encompasses both of these meanings?

Foundation means base, or groundwork, so foundational is basic.
