i have heard word desculpe used as maybe im sorry. spelling is wrong. what does it mean?

Disculpar is the verb, and yes, it means to be sorry.
Disculpe is the formal command form of the verb.

You're right on both counts. It means "sorry" , "excuse me" or "forgive me", and it is misspelled. "Disculpe" is correct.
