Is this really fortnightly (2 weeks, 14 days), or is it Bi-Monthly (two times a month)?

I think that it is actually 15 days. I know that there is not a huge difference, but, with regards to billing and payment, 1 day can make a difference. So, what is it exactly?

"Quincenal" means really every two weeks (14 days), even that comes from the word "quince"/fifteen, it really means fourteen. It's used to specify a period of time like payment, magazine subscription, schedule, something that happen two times a month.

Well, you could check it out with the handy-dandy dictionary and translator utility on this site, which is really quite good. wink

That'll confirm that "fortnight" is the word you want.
