Yes, and when you make an impersonal statement or question as this one seems to be, you include the impersonal se (one needs to.... or they need to.... or people need to....)
¿Es necesario que se tenga una visado?
Is it necessary that one has a visa?
¿Se necesita una visado?
Is a visa needed?
I don't know why I assumed that we were talking about a Visa (tarjeta de crédito).
