When is lleno written as llena? Is it modified by the noun that precedes it?

For example:

La idea de una universidad llena de estudiantes OR La idea de una universidad lleno de estudiantes...

Yes, it's modified by the noun that precedes it. Actually, we usually say that it "agrees" with the noun that it modifies in both number and gender. In other words, if the noun is singular and feminine, so is the adjective (llena). If the noun is plural and masculine, so is the adjective (llenos). This is a rule that applies to almost all adjectives.
