My ex brother in law who I haven't seen in a long time signed a letter "A-RATO" Your Brother.... What does this mean? I think it may mean "Always" but I'm not sure.

Perhaps he means "a while" since you haven't seen each other in a long time. That is the actual translation but I'm not a native speaker so it's only a guess. You can check the dictionary and get multiple definitions for rato maybe one of the others will make more sense. Good luck.
