To tell you the truth, I can see almost no diffference between them. It depends on what you consider "tiempo" ... maybe 1 week, maybe 6 months....

Te quería hablar desde hacía tiempo = Hacía rato que te quería hablar (for some time now)
.
Desde hacía tiempo ella no le hablaba (for a long time? maybe not that long... it depends on what you have in mind)
