"Te propongo matrimonio".
That sounds odd and old fashioned. Just say "¿quieres casarte conmigo?"

"Pedir la mano" es más bien una costumbre; uno puede proponer matrimonio sin "pedir la mano". Si quieres proponer matrimonio a alguien solo tienes que decir: "Te propongo matrimonio".
