Pretty much just like english. You could say them in a variety of ways. For example for the first number you would probably say: siete siete seis setenta y siete noventa y nueve or, siete siete seis siete siete nueve nueve.

If those are telephone numbers then how telephone numbers are listed depends on the country that you're in or which one that you are calling.

The old local numbers in Mexico were xxxx-xxxx with 2 digit area codes or 3 digit area codes depending where you were calling.

I think European countries have yet a different format for local numbers.

France changing from 8 digit numbers to 10 digit numbers

Since those look like US telephone numbers then if you were dialing them from outside the US you would add the country code and area code to the numbers. I thought everywhere in the US had gone to 10 digit telephone numbers a long time ago (you can't make local calls without using the area code).
