Goyo is correct--neither of the two sentences is a complete sentence. In English we would also make a similar comment without using a grammatically correct sentence. "Congratulations to Australia for the first saint."

You need primera and santa.

And I think the first sentence should be along the lines of:

Enhorabuena a Australia para convirtiendo la primera santa, Maria MacKillop. I think you need a verb in there that you're missing in your sentence.
