it´s a Latin word meaning ´the great sea´. Maybe a sea of confusion. Today it is used to denote that and more, when you say ´un maremágnum burocrático´ you mean you have to go through a long and exhausting labyrinth of paperwork to get something done.

In this context in English we would probably say quagmire, but I don't know if they are the same words.

maremágnum.

(Del lat. mare magnum, mar grande).

  1. m. Abundancia, grandeza o confusión.

  2. m. Muchedumbre confusa de personas o cosas.

I think quagmire is more like ´un atolladero´. Anyway, maremágnum is used in a figurative way here. Besides, some people think long or strong words give an air of importance. Pay attention to how maremágnum burocrático sounds when pronounced aloud - mediterrunio, Feb 16, 2010
and compare it to ´mucho papeleo´. - mediterrunio, Feb 16, 2010

Another one for "exhausting labyrinth of paperwork" is "papeleo" ... in Spain at least.

¡Estoy harto con este papeleo¡ I'm sick of this paperwork!
