what does "icatver" mean

I saw this word on a sign in Mexico and can't figure out what it means.

it appears to be the name of some sort of government organization, a combination of an acronym, ICAT, and "ver," the first three letters of Veracruz.
from the website: Instituto de Capacitación para el Trabajo del Estado de Veracruz, which I would translate as "The institution of training for the work of the state of Veracruz."
anyone who is more familiar with it, please correct me =] this is what i was able to find through google.
