It's when you want to say that someone HAS done something.
So....
Como la cena. = present (I eat dinner.)
He comido la cena. = present perfect (I have eaten dinner.)
Comí la cena. = preterite past (I ate dinner.)
Había comido = past perfect [pluperfect] (I had eaten dinner.)
