Well i guess it could make sense in some context, but without context its not normal is it ! ' ¿'como soy usted? ', as it is written in your title and with the correct question marks etc. would suggest you have copied & pasted it, so it could be a question like 'how am I, you?' meaning sort of how am i the same as you?

Well, that doesn't really make any sense as written.

You can say "¿Cómo es usted?" (What are you like) (formal)

You can also say "¿Cómo soy" (What am I like)

Soy como usted could mean 'i am like you' , does this make sense in the context of your example? If so then its possible they just got the words inthe wrong order.

"Cómo soy usted" doesn't make sense in English. If you mean ¿Cómo está usted?, that means How are you?. Or ¿Cómo es usted? means What are you like?/What do you look like? wink
