The phrases mean totally different things. The first situation is like being afraid to do something for fear of failing. The second is when you are afraid you have failed the test because you did not study on time.
What are you trying to express?
Dejar pasar will define better that concept.
Estoy dejando pasar esta situación por miedo al cambio o a lo desconocido.
La dilación es causada por el temor. Procrastination is caused by fear.
However dilación is not a common word in spanish, hispanic culture will define procrastination more like laziness (vagancia o haraganería) so to sound familiar we can say:
La vagancia es causada por el temor o el miedo.
I think hesitation better fits what you are trying to convey than procrastination.

The verb "to procrastinate" exists in Spanish, you can use it too.

I guess the first one... I keep procrastinating seeing somebody and making up excuess because I"m affraid of what might happen. You are with a person, you are happy, but there is someone else you have feeling for. You are affraid to see them because you don't want to destroy what you have now.. so you procrastinate. Do you know any good saying to emphasize on that?
