If I want to say:

It's a shame that 1200 million people in the world don't have fresh water.

Do I say:

Es una verguenza que 1200 millones gentes en el mundo no tengan agua dulce

o

Es una verguenza que 1200 millones gentes en el mundo no tienen agua dulce.

Or is there a better way to say it?

1.200 milliones de gentes Spanish uses "de" after milllón, milliones+noun - 0074b507, Feb 8, 2010

Spanish uses the subjunctive mood after impersonal expressions that show subjectivity rather than objectivity (or uncertainty, emotion, etc.).

I would say that "es una verguenza" is a subjective (in your opinion), impersonal expression rather than an objective one.

I would use the present tense of tener because the subjunctive mood is usually in dependent clauses.
