So I was trying Rosetta Stone because apparently it is really good for learning Spanish and it said

¿Está él cayéndose?

and the response was

Puede ser.

So What does "cayéndose" mean and wat does "Puede ser." mean?

Cayéndose is the present participle for caerse, so it reads Is he falling down? It could also be written ¿Se está cayendo? but the SE is really necessary here. If you want to attach it to cayendo then you need and accent on the E to maintain it's original stress. Adding another syllable without the accent would change the way the word sounds.

Puede ser is more idiomatic, meaning something like "It's possible" or "maybe"

Hi Aga

Our translation tool says

Is he falling? - Could be.

"Cayéndose" is definitely derived from the verb "caerse" which means "to fall down". I think your first sentence translates as "Is he falling down?" "Puede ser" literally means "it can be", which I would translate as: "possibly"
