Usually Hispanic people living in USA, which is my case, we use Spanglish. A mix of phrases and words in both languages. The main reason is because its practicality.
Certain [phrases are easy and quicker to say in English and other make more sense or have more emphasis in Spanish. Some words are a lot more used in English, specially everyday words, like: truck, parking, computer, CD but affectionate words are better in Spanish.
Te quiero, papi, mami, besos, abrazos, etc...
It depends under which circumstances the conversation between two spanish speaking people takes place. It is generally considered bad form to speak any other or foreign language when one is in the company of a person or people who speak English. It would mean to exclude that person or those people from the conversation.
